2 easy ways to immigrate to Canada:

1. On student Visa: Because now a days Canada Govt have changed the rules to make it a lot easier for the students to apply for the Permanent immigration.

2. There is 2 types of immigration. 1. Fedral 2. Provincial
Fedral is now a days too slow but provincial is very fast. First look if you can learn French language from there (any institute). Then start learning French, and after 2 months when you start understanding it, keep learning it and also apply for provincial nomination program to Quebec. I think it will take may be 6 months to 1 year to come here under this process and you will come as a permanent resident.

SSA, first of all, I would say it will not be a better idea to come after just completing the diploma. Because after you come here and want to apply for Permanent Resident, you need to gather some points to be eligible to apply for PR.
1. Since you will have a diploma only, so it will be too hard to be eligible.
2. The study abroad, where ever it may be Aus, Canada or USA or UK, it is very much expensive.
Although people/agents say you can earn your fee but this is all lie, you can only cover up
some part of your expenses but even not all. So the longer you study, so for that long you have
to pay more. In your case you want to study for 4 years, It will be a very long period.
3. I would say it will be better if you finish your bachellors over there in India and then apply for Masters over here.

Another option is since you have a diploma in computers (if it is from the recognised college) and you have atleast 1 year of experience, then you can apply for the Province of Quebec's Provincial Nomination Program. Under which the processing time after filling your application is approx. 1.5 year. For this you habe to learn French because you have to appear in an interview in French. There is a Academy in Patiala which gives training for this too. I met few guys who filed their papers throgh them and got the Visa.

I will recommend the above method because here you come as PR and no need to pay such high tution fee. Here your expenditure will be only the visa fee and the academy fee. If you will be interested then I will get the contact info from the guys who came here through this acadmey.
But the most important requirement is to have atleast 1 year experience in the field of your study.

Let me know if all this information is useful to you.
